The States as Trailblazers: No Child Left Behind and the Policy Breach on High School Graduation
Did the No Child Left Behind Act contain any requirements specifically related to high school and the diplomas that are the ultimate result of more than twelve years of public schooling? If we consider the letter of the law, the answer to the question is “yes.” However my examination of the Department of Education’s implementation of NCLB ultimately led me to conclude that the issue of high school graduation has not received adequate attention. Over the last five years, the Department of Education has been inconsistent and inaccurate in its handling of questions regarding high school graduation, and has not provided clear leadership on matters related to the issue.
